Excellent, I love to see people referencing the Constitution in Medium comments. However, I do not think the 10th Amendment "enables federal government law enforcement powers".
The 10th Amendment reads:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
I believe the federal government's law enforcement power is derived from Article II, Section 3, where it reads under the powers of the President, that among other things:
"… he shall take Care that the Laws be faithfully executed".
That clearly gives authority to the Executive Branch to enforce federal laws and protect individual civil rights. Since the President would not be expected to personally enforce laws, that action would be done by Executive Agencies like DHS and DOJ as well as their subordinate units like the US Marshals Office, Customs and Border Patrol, and the FBI.
